Jonathan Wiktorchik wants the federal government to return 13 million Iraqi dinar, about $11,000.
Police say he set fire to his Ottsville chiropractic office and four other businesses in 2008 while the IRS was investigating him.
Wiktorchik was cleared of obstructing the IRS but federal prosecutors say they're holding the Iraqi currency as part of $1.6-million in restitution Wiktorchik owes.
