the Ministry of Commerce, "can not the obligation to provide the ration
card items one-third this year in at least the fact that the financial
allocations for these items will not only cover the first third of the
year only," noting that the supplementary budget "can not be approved
before the end of the second third of 2012.

the time being in the ration card items delayed until October because
the next financial allocations available."
